Tax-exempt land is part of the Keystone Opportunity Zone (KOZ) program, which provides state and local tax abatement to businesses and residents locating in a designated zone. Through credits, waivers and broad-based abatements, total taxes on economic activity in these zones are reduced to nearly zero. Keystone Opportunity Zones are defined-parcel specific areas with greatly reduced or no tax burden for property owners, residents and businesses. KOZ's are designated by local communities and approved by the State of Pennsylvania.

Keystone Opportunity Zones are 12 zones across more than 27,000 acres of land in Pennsylvania. The use of tax abatement is the strategy to lure companies into the state to change the face of communities.
